LONDONDERRY PORT AND HARBOUR COMMISSIONERS APPOINTED

Transport Minister David Cairns announced the appointments of Roy Devine and Joe McKeever to the board of the Londonderry Port and Harbour Commissioners.

The Minister said: "The appointment of Roy Devine and Joe McKeever as Londonderry Port and Harbour Commissioners will bring a wealth of experience to the board.

"The two new members were chosen following an appointment competition which attracted a number of highly skilled candidates. I am confident that the newly reconstituted board will build on the success of its predecessors in developing a strong and dynamic port."

The Minister welcomed back Captain Seamus Bovaird and John Gilliland for a second appointment, having first been appointed three years previously and the representatives of Derry City Council, councillors Mary Bradley and Lynn Fleming and Alderman William Hay.

The Minister concluded by thanking outgoing Commissioners Cecil Johnston, Aideen Corr and Dr Alan McClure for their valuable contribution to the board over the last six years.

NOTES TO EDITORS:

  1. The Londonderry Port and Harbour Commissioners have responsibility, under a series of Harbour Acts and Orders, for improving, maintaining and managing the harbour. The constitution of the Commissioners was established under the Londonderry Harbour Order (Northern Ireland) 2002 (No 41). Following the appointments the Harbour Commissioners will comprise a Chairman and nine members, of whom three are representatives from Derry City Council and one is the serving Chief Executive. This is one fewer Commissioner than currently. Non-executive board members receive remuneration of £6,291 per annum.
  2. The present term of office for the new board members commences on 8 February 2007 and ends on 7 February 2011.
  3. The process of reconstituting the board was carried out in accordance with the Office of the Commissioner for Public Appointments (OCPA) Monitored Kitemark Scheme.
  4. The Chairman of the board, Garvan O'Doherty was appointed as Chairman in March 2006 for the period to 7 February 2010.

New Members

Roy Devine, an Associate of Institute of Financial Accountants, has had over 20 years of experience at Financial Controller / Finance Director level working in a number of industries most recently as Finance Director of Electra Group Ltd (holding company of Coolkeeragh Power Ltd) of which he is now Managing Director. Roy Devine has canvassed on behalf of the SDLP.

Joe McKeever, from Eglington, Co Londonderry is currently employed by Maybin Resource. Between 1969 and 2001 he was a police officer, gaining the rank of Chief Superintendent. He has been a non-executive director of Foyle Health and Social Services Trust since May 2004 and has recently been appointed to the Probation Board for Northern Ireland.

RE-APPOINTED MEMBERS

Brian McGrath is the Chief Executive of the Londonderry Port and Harbour Commissioners, He is an ex-officio appointee and is a member of the board by virtue of his position at the Port. He is also a council member of the Londonderry Chamber of Commerce.

Captain Seamus C E Bovaird - became a member of the board in February 2004. He is a retired sea captain and is now self employed as a marine surveyor. He is also the Maritime Affairs Manager of the Celtic Maritime Festival. He has extensive shipping knowledge and is a part time lecturer on marine studies.

John W D Gilliland - became a member of the board in February 2004. He is a Managing Director of the Brook Hall Estates, Chairman of Rural Generation Ltd, Non-executive Director of NI Authority of Energy Regulation, Chairman of Rural Support, Member of the Economic Development Forum, Co-Chair of the Rural Climate Change Forum and Northern Ireland Sustainable Development Commissioner.

Councillor Lynn Fleming (Sinn Fein) was Mayor of Derry City Council until June 2006 and was previously Deputy Mayor in 1997. She represents the Waterside area of Derry.

Councillor Mary Bradley (SDLP) has been a Councillor on Derry City Council since 1985. She was Mayor of Derry City Council 1991 - 1992 and Deputy Mayor of Derry City Council 1990 - 1991. She is currently a member of the Northern Ireland Assembly for the Foyle Constituency.

Alderman William Hay (DUP) was elected to Derry City Council in 1981 and has served as Deputy Mayor in 1992 and Mayor in 1993. He is currently a member of the Northern Ireland Assembly for the Foyle Constituency and a Police Board member since 2001.
