CONSULTATION ON THE HUMAN RESOURCES FRAMEWORK FOR HEALTH AND PERSONAL SOCIAL SERVICES

The Department of Health, Social Services and Public Safety (DHSSPS) has begun a consultation process and equality impact assessment of the Human Resources (HR) Framework.

The purpose of the HR Framework is to ensure that there is a fair, equitable and consistent approach to the treatment of health and social service staff as the changes as a result of the Review of Public Administration are implemented. The HR Framework complements guiding principles recommended by Public Service Commission and accepted by Government. It sets out a number of high level principles which govern staff changes and has sections dealing with responsibility levels for making changes, the appointments process and staff support.

The HR Framework has been in development for a number of months, with the involvement of staff from the DHSSPS, the Health and Personal Social Services and the Trade Unions.

The framework is now out for consultation within the health and personal social services until the 20 December 2006.

NOTES TO EDITORS:

  1. A wide ranging review of public administration in Northern Ireland has resulted in proposals for significant changes across the public sector. The implications for the HPSS were announced on 22nd November 2005, by the former Health Minister Shaun Woodward and further details were announced on 21st March 2006, by the Secretary of State Peter Hain.
