CHIEF EXECUTIVES OF NEW HEALTH AND SOCIAL SERVICES TRUSTS
Health Minister, Paul Goggins has confirmed the appointment of the Chief Executives of the five new Health and Social Services Trusts.
The five new Trusts will replace the existing 18 Trusts as a result of the Review of Public Administration.
The Chief Executives of the new Health and Social Services Trusts are:
John Compton - South and East Area Trust
Colm Donaghy - Southern Area Trust
Norma Evans - Northern Area Trust
William McKee, CBE - Belfast Area Trust
Elaine Way - Western Area Trust
They will take up their new posts on 1 September 2006, and will start work immediately, on getting their new organisations ready to 'go live' from 1 April 2007.
Paul Goggins said: "I congratulate the five new Chief Executives on their appointments and wish them well in their new roles. They will face many challenges in the years to come, helping to deliver an unprecedented programme of reform and modernisation. This includes significantly reducing waiting times, creating better and more convenient community-based services and ensuring safe, effective hospital services.
"Our health and care reforms are on target. This announcement, allied with the recent appointment of David Sissling as Chief Executive designate of the Health and Social Services Authority, means we now have the key members of the new top management teams in place, and I will expect them to focus immediately on how to drive forward the modernisation of services, which is long overdue.
"The legislation is also now in place to create the five new Trusts and with the appointment of the new Chief Executives, they can begin to work in shadow form. I look forward to a modernised health service in Northern Ireland, which puts patients, clients, carers and service users first."

1. The five new Trusts were established formally on 1 August 2006 in shadow form. They are planned to take over the functions of the current 18 Trusts by 1 April 2007. The Ambulance Service Trust remains, unchanged.
2. Biographies for the new Trust Chief Executives:
John Compton
John Compton is a graduate of Queen's University, Belfast. His background is in Social Work. In the 1980s he was the head of the Social Work department at the Royal Victoria Hospital and was Assistant Director of Social Services for the Eastern Health and Social Services Board. In 1990 he moved to Down Lisburn where he became the Executive Director for Social Work and in 1996 Deputy Chief Executive of the Trust. He became Chief Executive of the Down Lisburn Trust in 2001. John has also combined this role with the Chief Executive post of Sperrin Lakeland HSS Trust, which he was appointed to in October 2005.
Colm Donaghy
Colm Donaghy is a graduate of Queen's University, Belfast and the University of Ulster. He has worked in a variety of posts in the Northern Ireland Housing Executive, before moving to the health and social services sector in 1992. In 2000, Colm moved to the Southern Health and Social Services Board as Director of Planning and Performance. He became Chief Executive of the Southern Health and Social Services Board in 2002. Colm has also led a Taskforce to develop a suicide prevention strategy for Northern Ireland.
Norma Evans
Norma Evans has worked at all levels in Social Services. She was appointed Assistant General Manager (later Director) in North and West Belfast where she managed Community Learning Disability Services and Muckamore Abbey Hospital from 1990 to 2002. She took up her appointment as Chief Executive of Causeway HSS Trust in June 2002 moving to Homefirst Trust in October 2004.
William McKee CBE
William McKee CBE, has extensive experience working in health service management. He has worked in Lisburn Health Centre, Daisy Hill Hospital, the Ulster Hospital and Musgrave Park Hospital before being appointed Group Administrator and the first general manager of the Royal Hospitals Group in the late 1980s. In 1992 he was appointed Chief Executive of the Royal Hospitals Group. He was awarded a CBE for services to Health and Social Services in Northern Ireland in the New Years Honours in 2006.
Elaine Way
Elaine Way is a graduate of Queens University, Belfast and joined the HPSS under the Graduate Management Training Scheme. She specialised in Personnel Management in the early part of her career and in 1993 she became General Manager for Foyle Community Unit. In 1996 Elaine was appointed the first Chief Executive of the Foyle HSS Trust and in 2005 she became the Chief Executive of Altnagelvin Hospitals HSS Trust. Elaine also was elected as UK President of the Healthcare People Management Association in 2002. She held that position until 2004.
