APPOINTMENTS OF ASSISTANT LOCAL GOVERNMENT BOUNDARIES COMMISSIONERS
Environment Minister David Cairns, has announced the appointment of seven Assistant Local Government Boundaries Commissioners.
They are:- Kenneth Cathcart, a training consultant; Tom Doherty, a former adviser with the Western Education and Library Board; Kathleen Healy, a Policy, Research and Policy officer at Community Foundation for Northern Ireland; Alan Moneypenny, Chief Executive of Strabane Lifford Development Commission; Patrick Murphy, an adviser/consultant; Roisin McGlone, a chief executive officer with Interaction Belfast; William Smith, a Senior Research Fellow at Queen's University, Belfast.
David Cairns said: "These Assistant Commissioners will assist the Commissioner Dick Mackenzie by carrying out public hearings into his provisional recommendations of the seven new districts."
A selection panel, which included an independent assessor, as required under the Commissioner for Public Appointments' Code of Practice, considered the suitability of all candidates and the appointments were made on merit. The final decision on the appointments rested with the Environment Minister.

The Local Government Boundaries Commissioner was appointed on 1 June 2006. His role is to make recommendations to the Department regarding the boundaries and names of the seven new districts, and the number, boundaries and names of the wards into which each district is to be divided. The boundaries of the districts should be based on the amalgamation of existing councils, with the exception of Belfast, for which the development of a more natural boundary for the population living within the city area should be defined.
The Commissioner requested the Department to appoint seven Assistant Commissioners, to act as inspectors at public hearings into his provisional recommendations, each presiding over separate public hearings.

Each Assistant Local Government Boundaries Commissioner will receive £249 per day.
All of the appointees have not carried out political activity in the last ten years.
APPOINTMENTS
Kenneth Cathcart lives in Derry. He is a Consultant. He is a member of the Governing Body of North West Institute of Further and Higher Education.
Tom Doherty lives in Londonderry. He is a former Adviser for Staff Training with the Western Education and Library Board.
Kathleen Healy lives in Newtowncunningham, Co. Donegal. She is a Policy, Research and Evaluation Officer at Community Foundation for Northern Ireland.
Alan Moneypenny lives in Belfast. He is the Chief Executive of Strabane Lifford Development Commission. He is a director/trustee in the Odyssey Trust; a board director/member of the Riverside Theatre; a director of the Ulster Community Investment Trust; and a member of the advisory panel in the Loughs Agency for which he receives expenses only.
Patrick Murphy lives in Rostrevor. He is an Adviser/Consultant. He is a member of the Northern Ireland Committee of the National Lottery Heritage Fund for which he receives £85 per day plus expenses. He is also a member of the Southern Education and Library Board; Central Services Agency; Killowen Primary School; Seaview School, Warrenpoint and St Patrick's Primary School, Hilltown for which he receives expenses only.
Roisin McGlone lives in Belfast. She is a Chief Executive Officer with Interaction Belfast.
William Smith lives in Belfast. He is a Senior Research Fellow at Queen's University, Belfast. He is the Chair of Audit and Risk Management Committee of the Northern Ireland Human Rights Commission for which he receives £300 per day.
