DVLNI REPALCES OLD LOG BOOKS WITH NEW CERTIFICATE

DOE’s Driver and Vehicle Licensing Agency (DVLNI) has announced that it is replacing the Northern Ireland green vehicle logbooks with a new ‘Harmonised Registration Certificate’ or V5C (NI).

The move has been made to conform to an EU directive, which will come into force from June 2004, and will harmonise the information on vehicle registration documents across the EU.

Motorists will automatically receive the new certificate when:

  • They register a vehicle for the first time in Northern Ireland;
  • They become the Registered Keeper of a vehicle they have bought second-hand;
  • They notify any changes to the vehicle record such as change of address;
  • Or in circumstances where the green logbook has to be replaced because it has been lost or destroyed.

DVLNI will eventually replace all the old logbooks with the new certificate over the 12-month period, starting June 2004. Old logbooks will become invalid from July 2005.

Mr Brendan Magee, Chief Executive of DVLNI, said: "The introduction of the new Harmonised Registration Certificate or V5C (NI) will make it easier for the registered keepers to comply with their legal obligation to declare disposal or acquisition, as there will be no need for additional forms. They just complete the appropriate section on the certificate.

"To help the public, each new certificate will be accompanied by comprehensive guidance notes. Motorists need to keep their new certificate safe, as there will be a charge of £19 to replace it. Any motorist who has not received the new certificate by 30 June 2005, should contact DVLNI."

In a further development, the system of Dual Notification, which already operates in Great Britain, will be introduced to Northern Ireland by DVLNI. Dual notification will be a fundamental change for motorists when disposing of a vehicle. Under Dual Notification, once a vehicle has been issued with a new-style registration document, and that vehicle is then sold, both the seller and the purchaser must jointly notify DVLNI that the vehicle has changed hands. This can be done by completing the relevant boxes on the new registration document. The seller will be responsible for sending the registration document to DVLNI. If the seller fails to do this, he or she will remain liable for taxing the car. Once DVLNI has received notification that the seller has sold or disposed of the vehicle, it will issue a receipt, which must be kept safe.

NOTES TO EDITORS:

  1. Notification will be introduced and facilitated by the new registration document.
  2. Dual Notification will apply to all motorists (with the exception of sale/transfer to Trade / Insurer / Dismantler or permanent Export), and the V5C (NI) must be returned to DVLNI by the registered keeper with all relevant details completed and signed by both parties for the transaction. A new V5C (NI) will then be issued by DVLNI to the new keeper.
